In the first instance: They were born in the Parish of Alcester or whose parent(s) were ordinarily resident in that Parish at the time of birth; They currently live in the Parish of Alcester and have done so for at least the past 12 months; They used to live in the Parish of Alcester and did so for a continuous period of not less than three years They currently work in the Parish of Alcester and have done so for at least the past 12 months for an average of not less than 16 hours per week; They currently have a close family member (limited to mother, father, brother, sister, son and daughter, nephew, niece, grandson, granddaughter or such other relatives as the District Council agrees qualify in the particular circumstances of any given case as a close family member) living in the Parish of Alcester and who have done so for a continuous period of not less than three years In the second instance: Satisfies any one or more of the first instance criteria above but in respect of any named adjoining Parishes namely: Wixford Arrow with Weethley Exhall Haselor Kinwarton Coughton Sambourne In the third instance: Satisfies any one or more of the first instance criteria but in respect of any other Parish in Stratford-upon-Avon District; In the fourth instance: Satisfies any one or more of the first instance criteria above but in respect of a Fourth Tier Area * (if any); In the fifth and final instance: Satisfies any one or more of the first instance criteria above but in respect of a Fifth Tier Area;** .
